The problem with a folding multi-tool is geometry. The body has to clear the frame, the crank or the rack, and on a loaded bike there is frequently nowhere for it to go. A ratchet with a short driver and separate bits reaches into spaces a fixed L-shaped tool cannot, which is the difference between tightening a rack bolt and giving up on it.
S2 steel is the specification worth reading. The bits on a nine dollar kit are unhardened and deform under real torque, which is how a hex head becomes round and a roadside fix becomes a recovery. S2 holds its shape at the loads a stuck bolt actually needs.
The bidirectional action matters more on a bike than a workshop, because you are often working one-handed while holding a wheel or a bag out of the way. Being able to turn without repositioning is a small thing that compounds when you are cold.
