A stated 5000mm is moderate, roughly a few hours of steady rain before pressure points start to wet through, but it is a number you can hold the jacket to rather than a claim.
For bikepacking that rating is usually enough, because the pressure points that defeat a shell are shoulder straps, and a bikepacking setup puts the load on the bike rather than on your back. A hiker with a 15kg pack needs more than a rider with a seatpack does.
